Jessica Shortall joins ALVA to discuss harm reduction. Harm reduction has applications from opioids to sexual health to tobacco to cannabis, psychedelics and beyond. Overarching policy goals include equitable access to harm reduction information and tools. While we do not condone or encourage risky behavior, we acknowledge people do, and there are ways to mitigate harm.

He Commanded the Fast Frigate USS BOONE in June 2010. He Commanded Naval Base San Diego (NBSD), the second-largest Naval Base in the U.S., and was the first Hispanic/Afro Latino to lead the installation. He led the base in winning the Commander in Chief Installation Excellence Award in 2019. He is the President of the Association of Naval Services Officers (ANSO) - www.ansomil.org
