Mass Atrocities-Risk Factor 9

I had previously talked about the eight risk factors for mass atrocities. I continue on, from before, talking about risk factors of mass atrocities so that one can detect early warning signs. Hopefully, one day recognizing these risk factors will help prevent another Darfur or Rwanda to take place, I talked about the other risk factors on May 21 of this year.
