Thene: Title VI

Title VI of the Civil Rights Act of 1964 protects students from discrimination based on race, color, or national origin in any school, college, or program that receives federal funding. It requires schools to provide a learning environment free from harassment, bias, and unequal treatment, and it prohibits retaliation when students speak up. SPEAK UP

Lesson Plan: Somali Students — Knowing Your Rights on Campus

Learning Objectives

  1. Students will identify two key civil rights protections that apply to them on Minnesota college campuses.
    • Example: A student explains how Title VI protects them from discrimination based on national origin.
  2. Students will recognize appropriate steps to take when experiencing harassment or bias.
    • Example: A student lists who they can report to (equity office, advisor, civil rights advocate) and what documentation to collect.

Learning Outcomes

  1. Students can explain their rights using accurate language.
    • Example: A student states, “I have the right to a learning environment free from harassment under the Minnesota Human Rights Act.”
  2. Students can apply their rights to a real scenario.
    • Example: Given a case where a professor makes biased comments, the student identifies the correct reporting pathway and support options.

Short 5E Learning Model

Engage

Show a brief scenario where a Somali student faces unfair treatment on campus. Ask: “What rights do you think apply here?”

Explore

Students review a short list of protections (Title VI, Minnesota Human Rights Act, anti‑retaliation rules).

Explain

Instructor clarifies each right and demonstrates how students can respond to discrimination or harassment.

Elaborate

Students work in pairs to apply the rights to a new scenario involving faculty bias, peer harassment, or unequal treatment.

Evaluate

Students summarize one right they learned and one action they can take if that right is violated.

Formative Assessment

Quick Rights Check (3 minutes): Students complete a short exit slip answering:

  1. Name one civil right you have on campus.
  2. Describe one step you can take if that right is violated.
