Part 3 - Bill 48 - an expansion of the Intoxicated Persons Act - treats people that have not been charged with a crime worse than if they had been. Instead of committing to net-zero emissions by 2050 as promised, Kinew borrowed $340M for his gas tax holiday, leaving Manitoba as one of the only two provinces with rising greenhouse gas emissions.
