Transparency International defines bribery as the offering, promising, giving, accepting, or soliciting of an advantage as an inducement for an illegal, unethical, or breach of trust action. This includes active bribery (when someone offers or gives a bribe) and passive bribery (when someone requests, agrees to receive, or accepts a bribe). The essence of bribery lies in exchanging an advantage to induce behaviour that is illegal, unethical, or a breach of trust, and it doesn't depend on the public or private status of those involved. Bribery Act is not just about punishment. It is about prevention. It is about creating a society where integrity is valued above personal gain, where public service is seen as a sacred trust rather than an opportunity for self-enrichment. Constitutional Democracy: Calder emphasizes the importance of upholding the principles of Jamaica's constitutional democracy, particularly when elected officials act contrary to these principles. Parliamentary Reports: Calder criticizes recent rulings by the Speaker of the House regarding the tabling of anti-corruption reports, arguing that these decisions obstruct public scrutiny. Citizen Engagement: JAMP encourages citizens to contact their representatives and demand transparency in public affairs, providing tools on their website to facilitate this engagement. Right to Information: Calder stresses that reports on public bodies and government agencies belong to the citizens and that Jamaicans have a right to examine decisions affecting public interest. Accountability in Non-Profit Sector: As the IFR4NPO Country Champion in Jamaica, Calder also advocates for enhanced financial reporting standards in the non-profit sector.

The question of whether integrity is elusive in Jamaica is a recurring theme in public discourse, especially as the country grapples with governance, corruption, and accountability issues. While there are institutional mechanisms in place—such as the Integrity Commission and civil society advocacy—public trust in these systems remains a challenge. I was joined by Matondo Mukulu for an intriguing discussion

IS THE WINDRUSH SCANDAL IS OVER || DIALOGUES THAT MATTERS WITH ANTHONY BROWN

The Windrush scandal refers to a series of injustices faced by individuals from Caribbean nations who legally migrated to the UK between 1948 and 1971, primarily invited to help address post-World War II labor shortages. These individuals, known as the Windrush generation, arrived as British subjects with full rights to settle in the UK. The scandal came to public attention in 2017–2018, when it was revealed that hundreds of long-term UK residents—many of whom had lived in the country for decades—were being wrongfully detained, threatened with deportation, denied access to public services, and in some cases, deported or refused re-entry to the UK. The Home Office’s demand for extensive documentation to prove residency rights was impossible for many to meet. A 2020 independent review concluded that the scandal was “foreseeable and avoidable,” resulting from decades of immigration legislation and a Home Office culture marked by “ignorance and thoughtlessness”. The government established a compensation scheme, but by 2021, only a small fraction of victims had received payments, and many died before receiving redress.
