When Jesus was asked why "Moses commanded to give a roll of divorce and to put her away", Jesus said, "Moses for your stiffness of heart did suffer you to put away your wives but from the beginning it hath not been so. "

For just such a reason, these commands are given by Moses for situations which would not have arisen but for the hardness of our hearts.
