METRO’s General Counsel has drafted a revised Fare Structure and Policies (Attachment A) that would replace an existing Codified Tariff that was adopted by the Board of Directors on June 4, 2020. The proposed Fare Structure and Policies correspond to changes in the way METRO collects fares and is consistent with recommended discount fare benefit programs now available to METRO through the State’s California Integrated Travel Project (Cal-ITP). Staff recommends that the Board receive the Draft Fare Structure and Policies and open a public comment period prior to adopting the proposed changes. Staff will return at the March 27, 2026, Board meeting to request a resolution to adopt the new Fare Structure and Policies that is responsive to public input. Request for State and Federal Earmarks to Fund the Environmental Component of the Zero Emissions Passenger Rail and Trail Project The next phase of the ZEPRT Project is the completion of preliminary engineering and environmental analysis of the Project. Currently, there is a $15 million funding gap for this next phase of work, and the remaining work is on hold until additional funds are secured. To address the funding gap, staff continue to seek full funding to complete this phase of work. However, there are very few available competitive grant programs at the state and federal level for pre-construction components of capital projects. Given this, the Commission authorized staff to pursue federal earmarks, as well as grant funding opportunities, and funds from the state budget, for the purpose of preparing necessary environmental reports for either the ZEPRT project or Coastal Rail Trail projects if the amount needed for the ZEPRT project is not fully funded.
