The conservative NGO, which was founded in 1973, had already tried to influence the White House with a massive manifesto of preferences and demands for the new administration back in 1980 when Reagan was transitioning into office.

Project 2025 is a massive 922-page book called “Mandate for Leadership - the Conservative Promise.” Its mission is to guide the policies of the new Republican president, and pave the way for an effective conservative administration based on four pillars: Policy, Personnel, Training, and Playbook.
