Is the Church founded on Peter as its governing head? In these sections of the Institutes, Calvin carefully examines the claim of Petrine primacy. He shows from Scripture that Peter acted as a colleague among equals, not as a master over the other apostles, and that even if some precedence were granted him among the Twelve, it cannot be stretched into a universal rule for the whole world. Christ alone is the Head of the Church. When Paul describes the living order of the Church, he makes no mention of a single ministerial head on earth, but points instead to the manifold gifts distributed among the members under the one celestial Head.
