Ep. 38: CERT (Community Emergency Response Teams) & Com. Mike Rahn & Jodie Fiske
When disaster strikes, most people think about firefighters, deputies, paramedics, and emergency crews. But long before outside help fully arrives, one of the most important resources already exists inside every neighborhood: prepared neighbors. Manatee County Commissioner Mike Rahn along with CERT leaders Steve Litschauer and Sharon Denson and Public Safety Director Jodie Fiske join us to talk about the Community Emergency Response Team, better known as CERT, and why community preparedness matters more than ever. We explore what CERT actually is, how the program began through FEMA, the role trained volunteers play during disasters, and why CERT members are not first responders, but an essential support system for their communities. From CPR training and hurricane preparedness to communications, situational awareness, and neighborhood support, this conversation highlights how ordinary residents can make an extraordinary difference during emergencies. We also discuss the future of emergency management, growing conversations around FEMA and local resilience, and Manatee County’s vision for building stronger, more self-reliant communities through trained citizens and neighbor-to-neighbor preparedness. Most importantly, this episode is about something bigger than disasters. It’s about trust, connection, and what it means to be a good neighbor before, during, and after a crisis. If you’ve ever wondered how to better prepare your family, support your neighborhood, or get involved in community readiness efforts, this is a conversation worth listening to. We start with a high-level look at how emergency management has evolved in recent years — from advances in technology and data-driven decision-making to the growing challenge of balancing large-scale disasters with more frequent, everyday events. From there, we take you behind the scenes of how the state works hand-in-hand with counties before, during, and after a storm. From coordinated messaging and resource allocation to mutual aid between communities, this episode breaks down how a system of this scale stays aligned when it matters most. In this episode Deputy County Administrator Courtney De Pol shares the leadership lessons she’s taking with her as she transitions from local government and the work that goes into guiding a complex public organization through growth, crisis, and change. During her time with Manatee County, Courtney led some of the County’s most critical areas, including Public Safety, Development Services, Community and Veterans Services, Human Resources, and Government Relations. Each with its own pressures, public expectations, and high-stakes decisions, she talks about what it means to be responsible for systems that residents rely on every day. This intimate conversation looks behind the scenes at the realities of executive leadership in local government. We discuss the moments when decisions had to be made without perfect information, the importance of building trust inside a large organization, and the constant balance between vision, fiscal discipline, and public accountability. Courtney also reflects on the standards she tried to raise, the improvements she is most proud of that the public may never see, and how each role shaped the leader she became. We also talk about the personal side of public service, how leadership changes you, what she learned about herself along the way, and what it means to close one chapter while still feeling called to serve the community in new ways. Ep 31: Sarah Brown, Director of Community and Veterans Service
🎙️ Chambers, Changes & Conversations – Community & Veterans Services In this episode of Chambers, Changes & Conversations, we take a closer look at the services that support some of the most vulnerable — and resilient — members of our community. From helping veterans access the benefits they’ve earned, to supporting families in crisis, caring for animals in need, and creating pathways to housing and recovery, Manatee County’s Community & Veterans Services Department plays a vital role in strengthening the fabric of our community. We begin with Veteran Services and the work being done to help former service members navigate the often complicated VA benefits system. Our conversation also highlights Manatee Moves, a program that has already provided more than 1,000 free rides to local veterans, helping them reach medical appointments, services, and support they may otherwise struggle to access. We then turn to affordable housing and community development, discussing how partnerships with nonprofit and public organizations are helping address one of the most pressing challenges facing our growing county. We also explore the purpose behind Under One Roof Gateway South, a facility designed to support women experiencing homelessness, addiction, and trauma through recovery-focused services. Animal welfare is another key focus, including the progress toward the new Bishop Animal Care and Adoption Center. We discuss how the project fits into the County’s broader goals for public service, how care standards are maintained for animals in our facilities, and how community input helps shape policies and priorities. The conversation also highlights the work of Human Services — supporting children, families, seniors, and caregivers — and how those programs help residents during some of life’s most difficult moments. As our population grows and ages, the need for compassionate, accessible support continues to expand. Finally, we talk about the County’s probation program and how it focuses not only on accountability but also on rehabilitation, connecting individuals with resources that help them avoid returning to the justice system. From veterans and families to seniors, animals, and individuals working toward a second chance, this episode shines a light on the many ways Community & Veterans Services is helping Manatee County residents build stability, opportunity, and hope. 🎧 Listen now to learn more about the programs and people working every day to support our community.
