By the dawn of the nineteenth century, the New World is no longer merely a chain of trading stations and colonial ports. It has become a complex Atlantic civilization of commercial republics, wealthy cities, regional federations, plantation zones, and powerful maritime networks.

Instead of one United States rising from British colonies, the western Atlantic develops as a plural world of port republics and Hanseatic-American federations. Europe faces not a single American giant, but a network of wealthy states tied to northern trade, urban self-government, maritime law, and commercial power.
