Down in New York City, you're starting at 35 degrees under gray skies. The fog burns off by 9 A.M., giving way to partial sunshine and a high near 47 degrees. Head north to the Capital Region and you'll find 31 degrees to start. That fog clears by mid-morning. Albany joins the city at 47 degrees under mostly sunny skies.
