Episode 22 and I've been going back through every Yozora scene we have — all fourteen generous minutes of them — and the conclusion I keep landing on is that Yozora is a tool. A commander who meets someone who doesn't match his description and attacks anyway isn't commanding anything; that's enforcer behaviour.
