The first three verses around the captives being set free, the prisoners being released, the broken hearted being restored then it comes to verse 4 then “they” will rebuild. Who is they? All the broken people who received miracle!The light shines so that we can be a city on a hill that can’t be hidden. Jesus didn’t say you’re the light of the church. He said you’re the light of the world.
