Background:

Caltrans, responsible for managing construction costs for a project, underestimated the budget required for construction support when securing Senate Bill 1 grants in 2020. An additional $3,000,000 is now needed to complete the project. The Regional Transportation Commission (RTC), as the project sponsor, must cover these cost overruns. Caltrans is understaffed in its Santa Cruz Construction Field Office, leading to reliance on higher-cost consultant services, which has further strained the project’s budget. Consequently, Caltrans has exceeded the construction support budget initially outlined in the Cooperative Agreement.

This did not go over well with the Commissioners.
