The cold is coming back for seconds. Right now Providence sits at 30 degrees under sunny skies. West winds at 6 to 9 miles an hour keep things brisk but manageable. Wander down toward Narragansett Bay and you'll feel a different story. Northwest gusts hit 15 miles an hour around 11 AM. That damp coastal wind cuts right through you. Enjoy the sunshine while you can. Tonight the temperature falls off a cliff. Providence drops to 11 degrees. The Bay holds at 17.
