You request three quotations and receive three different prices. How should you compare them?

Not by price alone. Compare the scope.

A clear POA quotation should explain exactly what you are paying for.

Start with the document itself. Is it a Property POA, Vehicle POA, Corporate POA or something broader? Does the fee cover one principal, one agent and one asset, or something more?
