He also co-consulted on the National AIDS Control Programme and the Tanzania AIDS Commission strategic frameworks. Prof. Binagwa has supported strategic development for several international and local NGOs, including Amref Health Africa, the Medical Women Association of Tanzania (MEWATA), NACOPHA, the Ministry of Health (MDH), Haki Elimu, Tanzania Health Promotion Support (THPS), and the Tanzania Gender Networking Programme (TGNP). A Christian educator, Prof. Binagwa holds a PhD in Christian Education and has trained Christian boards and networks on governance and HIV/AIDS across several African countries, including Uganda, Swaziland, Liberia, Madagascar, and Burkina Faso. He has served in leadership roles with organizations such as World Vision, CARE International, and the Pan African Christian Network, working as Director, Chief of Party, and Director of Programs in Rwanda, Uganda, and Tanzania.
