The Tower of Babel symbolises the rebellion of the world against the will of God. History can be summed up as being about two great cities: Babylon (the world) and Jerusalem (the Church). God loves the nations and has sent salvation to the nations; the question is whether the nations will humble themselves before him, or continue to rebel and eventually face His judgment.
