It separates the non-safety side of the building from the safety side, where all the emergency equipment is housed. Just below the plant's control room, two construction workers were trying to seal air leaks between the buildings. There must not be airflow between the two buildings, or potentially radioactive substances could leak from the reactor building to the environment.
