What is the most difficult and rigorous process in a democracy? Passing a Constitutional amendment.  Yet, it is the only tool left in the tool box to fix campaign spending. The Supreme Court opened elections to the highest bidder and there is nothing Congress can do now. Only we-the-people can fix it with an amendment passed by 38 state legislatures.
