EHCPs Unchanged Until At Least September 2030

"The SEND reforms kick in next year" gets the date wrong by years. A Senco and a headteacher separate three genuinely different pillars: the reformed system, not expected before September 2029 and not guaranteed even then; EHCPs, protected from change until at least September 2030; and an interim period that isn't empty waiting — it's meant to include preparation funding for schools, detail still unpublished.
