Peter writes to "elect exiles," Christians who have been born again to a living hope and now live as outsiders in their own hometowns. He calls them to submit to every human authority, even Nero. That submission is not weakness. It shows who our true King is. When we suffer unjustly, we get a living picture of what Christ did for us, and a chance for others to see the hope that is in us.
