A lifelong foreign correspondent, Mr. Brooke reported for The New York Times for 24 years — from West Africa, Brazil, Canada, Japan, Korea, and Russia. After The Times, he was the Moscow bureau chief for Bloomberg and then the Moscow-based correspondent for Voice of America. After eight years in Russia, he moved to Ukraine, where he worked for six years in Kyiv. His insight into both nations is extraordinary.

Prior to joining CFR, Mr. Sacks worked on political military affairs at the American Institute in Taiwan, which handles the full breadth of the United States’ relationship with Taiwan in the absence of diplomatic relations.
