SPCA Backs Windhoek's Proposed Dog Control Regulations

The SPCA has welcomed the City of Windhoek's proposed dog control regulations, saying mandatory dog registration, licensing, and sterilisation incentives could help reduce the growing number of stray animals. However, the organisation says it was not consulted during the drafting process and is calling for collaboration with the city to ensure the regulations are implemented in a way that protects animal welfare.
