Step outside and you'll feel something rare for mid winter. Warmth. Actual, genuine warmth. Central West Virginia leads the charge today, climbing to 54 degrees. That's jacket optional territory. Light west winds keep things comfortable. Head south and you're seeing 50 degrees with gentle breezes around 6 miles an hour. Now drive up to the Northern Panhandle. It's the cool kid at 48 degrees, with southwest winds between 3 and 7 miles an hour. Still, 48 in February? I'll take that every single time. Here's the thing though.
