The simple version - due to higher than expected construction costs and overruns there is not enough money in the Measure D funding pot remaining to finish the trail or maintain it.
The Monterey Bay Sanctuary Scenic Trail Network (MBSST) aims to create a 50-mile bicycle and pedestrian trail, with 32 miles forming the Coastal Rail Trail. Measure D funds, accounting for 17% of revenues, are allocated to this trail's construction and maintenance. However, the estimated $174 million in Measure D funds over 30 years is insufficient. At an April 2024 RTC meeting, it was revealed that only $97 million in Measure D funds remain, with a significant portion requiring bonding (borrowing ahead of the actual funds being available), reducing available funds to $58 million.
