With negotiations already strained, Daniel is asked once again to place the Volari inside a system that sees their freedom as something governments can regulate. Even Luke’s offer to stand between Daniel and NATO cannot solve the fundamental problem: Daniel may trust his brother completely, but the lives and autonomy of an entire people are not his to surrender.

As political pressure turns into action, a disagreement over authority becomes a dangerous test of sovereignty, loyalty, and just how far Earth’s governments are willing to go to maintain control. Daniel is forced to decide where his obligations truly lie—and everyone in the room is about to discover that pushing someone into a corner does not always produce compliance.
