US appeals court will rehear (en banc) whether the U.S. Department of Transportation can require airlines and ticket agents to show baggage and other ancillary fees upfront at booking, creating new regulatory uncertainty for airline pricing and distribution (5th Circuit, Oct 2, 2025).
