Step outside and you'll feel 10 degrees. Wicked cold. But here's the twist. By 3 P.M., Portland jumps to 38 degrees. That's a nearly 30 degrees swing in one day. Temperatures climb above the February average, about 4 degrees warmer than normal.
Now let me walk you through the timing, because it matters. Down along the coast, snow reaches Portland around 7 A.M. It peaks near 10 A.M. You're waking up at 16 degrees around 5 A.M., so layer up before you leave. Winds shift southwest by 7 A.M., gusting to 15 miles an hour around 1 P.M.
